I am not a Hegelian nor a Marxist so I don’t think history has either a goal or a terminus. I also think that Fukuyama is retconning his original article in that talk you link to. The article talks about history (and war) as being over for the developed world. In a sense I would like 1989 Fukuyama to be right. But I don’t think he is. I also think 2020 Fukuyama is correct for now but will likely be proved wrong. Human beings are good at making shit up. How old is liberal democracy? About 100 years. How old is Chinese state capitalism? About 40. I absolutely expect new political systems to emerge during my life time. And most of them will be terrible. But some may not be.
As my dissertation advisor offered, the word “end” means more terminus. It can also mean goal. https://www.youtube.com/watch?v=YM6p-15fjBg
